Experiment 1 Instructions
These are the instructions that were used
in the experiment.
General Instructions
In this experiment there are three different decisions. Each decision will be
made in a separate decision period and it will be recorded on a decision sheet.
I would like you to first find your decision sheet and print your name at the top.
Each decision has a different set of rules. Pay careful attention to the rules.
They will be enforced by the experimenter.
The same general procedure will be used in each decision.
- First, you will be shown the rules
for the decision.
- Second, there will be a set of permissible amendments to an
announced status quo. You will also see your payoffs, in points, for each
potential amendment. Everyone may have very different payoffs for the potential
amendments.
- Third, the status quo can be amended by a majority vote. If there
is a tie, it will be resolved by a coin flip.
- Fourth, at any time anyone can ask to adjourn. If a majority votes
to adjourn, then the value of the current status quo (amended or not) will be the
final outcome for the decision. You will be paid the value of that proposal. If
there is a tie vote on adjournment, there will be no adjournment and an amendment
will be in order.
- Fifth, you will truthfully record your earnings on the decision sheet.
If you cannot figure out how to record your data, please consult the experimenter.
Are there any questions? If not, then the rules for the first decision will
be displayed.
Instructions for Decision 1
- The status quo can be amended by any of the lettered proposals
that are listed in your payoff sheet -- there are 6 alternatives.
- A motion to adjourn (halt the proceedings and get paid for the
value of the current status quo) takes precedence.
- The experimenter will recognize one amendment. An amendment will
be made by raising you hand. If there are multiple motions, one will be
selected at random. The experimenter will always ask if there is a motion to adjourn.
- All voting will take place by a show of hands.
- A strict majority will be decisive. In the even of a tie a coin
will be flipped – the status quo will be "heads."
- There will be no talking – except when recognized by the experimenter.
- Your payoffs are private.
Instructions for Decision 2
- The status quo can be amended by any of the lettered proposals
that are listed in your payoff sheet -- there are 6 alternatives.
- A motion to adjourn (halt the proceedings and get paid for
the value of the current status quo) takes precedence.
- The experimenter will recognize one amendment. An amendment
will be made by raising you hand. If there are multiple motions, one
will be selected at random. The experimenter will always ask if there
is a motion to adjourn.
- All voting will take place by a show of hands.

- You may talk for 90 seconds prior to making a motion. You may talk
about anything except your payoffs. The experimenter reserves the right to
recognize people and order the conversation.
- Your payoffs are private.
Instructions for Decision 3

that are listed in your payoff sheet -- there are 6 alternatives.
- A motion to adjourn (halt the proceedings and get paid for the
value of the current status quo) takes precedence.
- The experimenter will recognize one amendment. An amendment will
be made by raising you hand. If there are multiple motions, one will be
selected at random. The experimenter will always ask if there is a motion
to adjourn.
- All voting will take place by a show of hands.
- A strict majority will be decisive. In the even of a tie a coin
will be flipped – the status quo will be "heads."
- You may talk for 90 seconds prior to making a motion. You may
talk about anything except your payoffs. The experimenter reserves

- Everyone will be charged 5 points for every minute that is taken
in the course of making a decision. The experimenter will start a clock.
The clock will stop when a vote to adjourn has occurred.
- Your payoffs are private.
